Passengers who have challenges riding the FAST fixed route bus system, may be eligible through the Americans with Disabilities Act (ADA) to benefit from FASTTRAC!TRAC! services. This origin to destination service is focused on safety, reliability and service. Please call (910) 433-1232 (1ADA) for more information.
The specific criteria for determining who is eligible for paratransit services are defined by the American with Disabilities Act (ADA). You must meet one of the following eligibility requirements:
- You are unable, without special assistance, as a result of a physical or mental impairment, to get on, ride or get off an accessible fixed-route vehicle in the public transit system;
- You need the assistance of a wheelchair lift or other boarding device and are able to get on, ride and get off an accessible vehicle, but such a vehicle is not available on the route when you are planning to travel;
- You have a specific impairment-related condition, which prevents you from traveling to or from a boarding location or stop on the transit system.
All FASTTRAC! vehicles are wheelchair accessible. The cost for this service is $2.00 per one-way trip. Customers may pay their fare in cash or coins on board, or may purchase a 10-Ride or 20-Ride pass in advance.
Individuals interested in using the FASTTRAC! service must complete Part A of the Eligibility Application. Individuals must have a licensed medical professional complete Part B of the application to certify their medical condition. We must receive both Part A and Part B before your application can be considered complete and ready for review. We cannot process incomplete applications. Applications are available for download below. If you do not have access to a printer, you may call (910) 433-1232 (1ADA) to request an application form through the mail, or you can stop by our administrative office located at 455 Grove Street. You may also request an application form by emailing us at FAST@ci.fay.nc.us.
Our applications are available in English, Spanish and large print versions. If you require the application in any other accessible format, please let us know so that we may assist you with your request. You may call (910) 433-1232 (option 4) or email FAST@ci.fay.nc.us to submit your request.
The City of Fayetteville will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in City programs, services and activities. Aids and/or services may include, but are not limited to, qualified sign language interpreters, producing documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing and/or vision impairments.

INTERVIEW AND ASSESSMENT
After the FASTTRAC! Paratransit Operations Manager receives your completed application (Part A & Part B), you will be contacted to schedule an in-person assessment to determine your eligibility in more detail. Transportation to and from the assessment will be provided if needed.
You may temporarily use FASTTRAC! services until you are notified of your eligibility by letter within 21 days after your assessment. If you have questions or have not been contacted within 21 days of submitting your application, please call FASTTRAC! at (910) 433-1232 (1ADA).
If you are eligible for FASTTRAC! services you will receive a certification letter and a Rider's Guide with information about how to use the service. If it is determined that you are not eligible, you have the right to appeal the decision.
If you wish to appeal, you must submit a FASTTRAC! Eligibility Determination Appeal form within 60 days of the date of the letter notifying you of your ineligibility. The form must be delivered to the following address:

You have the right to meet with the FASTTRAC! Eligibility Appeals Committee in person. This committee will include a representative of the City of Fayetteville's Human Relations Department, and/or the City of Fayetteville-Cumberland County Human Relations Commission.
A written determination of the appeal, including the reason(s) for the determination, will be mailed to you within 30 days of the receipt of the FASTTRAC! Eligibility Determination Appeal form. If a decision is not made within 30 days, you will be determined as "temporarily eligible" until such time as the decision regarding the appeal is made by the FASTTRAC! Eligibility Appeals Committee.
All FASTTRAC! customers are required to attend an orientation session to learn about using this service. At this session, participants will be given a manual to reference if they have questions. If you lose your manual, or would like to reprint any of the pages, you can download them via the links below. You may also request additional copies by calling (910) 433-1232 (option 4) or emailing us at FAST@ci.fay.nc.us.
Reservations for service up to seven (7) days in advance may be made between 8:00 AM and 4:30 PM Monday thru Sunday. Reservations are taken on Sundays and/or holidays for next-day service only, via a recording. A dispatcher will confirm the appointment by 6:00 PM on Sundays and holidays for next day service. We do not accept same-day reservations. To make a reservation, please call (910) 433-1ADA (1232) and choose Option 2.
RELAY NORTH CAROLINA (TTY Users)
Relay North Carolina allows FAST customers to access telephone services during normal operating hours. This free service provides full telephone accessibility to people who are deaf, or otherwise hearing impaired or speech disabled. This service allows hearing callers to communicate with text-telephone (TTY) users and vice versa through specially trained operators. To use this service, dial 711 on your telephone keypad.
VISITORS IN THE FAST SERVICE AREA
Visitors to Fayetteville, NC who have been certified as ADA paratransit eligible by another public entity will be entitled to 21 days of service in a 12-month period. This period begins with the first day of service and does not have to be consecutive. Visitors may be required to provide proof of current eligibility on another paratransit system and/or proof of residence. If more than 21 days of transportation is required, or if he/she cannot provide proof of eligibility on another paratransit system and/or proof of residence, he/she must complete the standard application process to continue.

Complaint forms are available at all FAST locations and on our website. FASTTRAC! customers wishing to submit a complaint in person may request an appointment with the Paratransit Operations Manager by calling (910) 433-1232 and selecting Option #3, or by emailing FAST@ci.fay.nc.us . All correspondence relating to FASTTRAC! will be documented and forwarded to the Paratransit Operations Manager on the day it is received. If a response is required, it will take place within 48 business hours.
